HAPS was initially designed to host amateur theaters of ex-Yugoslavia and those theatres that hosted the Theatre of Herceg Novi at other festivals. Its program was made to be diverse, to present new forms, to present interesting programs for children, youth and adults. As of the beginning, HAPS also hosted reputable (professional) theatres and its turning point in this sense was the year 2002. The need of the Theatre of Herceg Novi to professionalize its work was realized to a large extent through HAPS which resulted with the increased quality. Now, HAPS program includes performances of reputable professional theatrical companies and actors from Montenegro, Serbia, Bosnia and Herzegovina, Croatia, and Macedonia. This change was welcomed by the professional and general public and has contributed to HAPS’s blossoming and becoming a very important theatrical event not only in Montenegro but also in the region. Since then April has become a month which hosts theatre culture at the stage of “Park”, the month in which many theatres and artists perform.
A solemn sitting of the City Hall and a number of other activities will take place in honour of the Day of Ulcinj Municipality, which marks at the same time the beginning of the summer tourist season. The solemn City Hall ceremony will be followed by the entertaining part of the programme.

The Tourism Organization of Mojkovac marked the beginning of season for rafting and kayaking with the organization of rafting and kayak regatta in the part of the river Tara that belongs to Mojkovac. That part of the river Tara in the last several years is getting more and more interesting to the fans of rafting and kayaking. Foreign participants, however, did not wait for the official opening of the season. A large number of kayakers from Slovenia, Spain and Finland visited part of the river Tara which belongs to Mojkovac in April and local tourist agencies are offering an increasing number of rafting tours from the camp Rakočevići to Mojkovac. The increase in the number of domestic and foreign tourists shows that projects such as introducing kayaks on the river Tara give good results and that development of tourism should be directed towards priceless natural resources such as the river Tara.

This traditional event's name originates from the Italian word ”fascia”, meaning tape or binding, thus called because the boats in a convoy, decorated with poplar branches and loaded with rocks, are tied one to another. The boats carry only the local priest and the men, descendants of famous seafarers, and prominent residents of Perast while the women wave to them from the shore. Every year on 22 July, after sunset, the rowing boats set out to the sound of bugarstica (a kind of local epic and ballad poetry), towards the island to fulfil the vows of their ancestors and drop rocks into the sea around the island. The island was made in late 15th century, when the original church was also built, although the church has expanded since then along with the expansion of the island.
Days of Blueberries have been taking place in Plav in late July for 15 years in a row and have turned into an international event. They are the best promoter of Plav and Prokletije, and Prokletije are known to be the largest natural blueberry plantation in the world. The event also includes parades of female pickers, concerts, blueberry harvest, promotion of blueberry products and a number of other sport and cultural events. Days of Blueberry were declared the best tourism event in Montenegro and they are winners of the Montenegrin Oscar for 2011. This Mediterranean film feast sticks to the concept of a modern, open-minded and dynamic event which will play an important role on the cultural map of the region, but also of Europe, in the days to come. A traditional tourism, culture and entertainment event which attracts dozens of thousands of visitors will be held in the waters of Kotor Bay.
