The festival of flowers in honour of the flower of mimosa was established in Herceg-Novi in 1969. The idea came to life that year and since then it has been celebrated as a tourist event which makes the city of Herceg Novi full of numerous cultural and sporting events during the winter months as well as with inevitable festival of fish, wine and music, costume ball and carnival parades. This event is a member of the Association of European Carnival Cities (Foundation of European Carnival Cities (FECC).
International Children's Singing Festival, organised by Public Institution of Rozaje Cultural Centre, lasts for over two decades and is one of the most distinctive festivals of this type in the region. "Zlatna Pahulja" (Golden Snowflake) was first organised in 1994. A considerable tradition has been sung by the melody of children's hearts. The participants of the Golden Snowflake are children aged six to twelve. It lasts for two competitive days, i.e. evenings. The participants are kids from a number of states from the region, Europe and beyond.
